SHIZ University is a sapphire jelly polish loaded with various sizes of fsaphire blue glitter and microflakies. This polish will dry with texture. I like this one best in 2 coats topped with 1-2 coats of Painted Phalanges SMOOTH glitter smoothing layer and SHINY top coat.
